New commercial agreement for near-zero emission cement

Vattenfall and Cemvision have signed a commercial agreement marking an important step in the transition of both the energy and construction sectors. The agreement means that Cemvision’s near-zero emission cement will be used in Vattenfall’s onshore wind projects across Europe.

The agreement builds on the memorandum of understanding signed in 2024 and marks the transition from development to commercial implementation. Cemvision’s first full-scale plant is planned for completion in 2028, when initial deliveries are also expected to begin.

Cement is one of the world’s most emission-intensive building materials, accounting for approximately 8 percent of global CO₂ emissions. Traditional Portland cement emits around 850 kg CO₂e per ton. By replacing limestone with recycled industrial by-products and powering kilns with fossil-free energy, Cemvision can reduce emissions to around 45 kg CO₂e per ton – a potential reduction of up to 95 percent.

Under the agreement, Vattenfall’s contractors will prioritize Cemvision’s products in the development of new wind power projects. It is a clear example of how large energy companies are driving demand for solutions that reduce climate impact across the entire value chain. As a founding member of the First Movers Coalition, Vattenfall has committed to increasing the share of near-zero emission cement and concrete – a target that can now be achieved significantly earlier.

“This is a fundamental step in the transformation of the cement market. Moving from pilot to commercial deployment is how real change happens. We are proud to deepen our collaboration with Vattenfall and to scale our technology towards our first full-scale plant,” says Oscar Hållén.

As a shareholder in Cemvision, Polar Structure sees the agreement as an important step in transforming industrial material flows. It demonstrates how new technologies can be integrated into large-scale energy projects, and how partnerships can accelerate solutions that strengthen both competitiveness and resilience in critical infrastructure.
